WHAT THE REVIEW COVERS
We look at what differs, why it differs, and whether the claim record supports it. The documents available and the agreed scope determine how far the review can go.
What we examineDecision letters, payment history, policy forms, endorsements, and claim correspondence.
What we look forThe stated reason for the decision, relevant policy provisions, known deadlines, and unanswered questions.
What we examineCarrier and contractor estimates, revisions, and supplements, aligned for comparison.
What we look forMissing scope, quantity and pricing differences, and how depreciation and deductibles are treated.
What we examinePhotographs, measurements, inspection findings, and available repairability or code documentation.
What we look forThe record behind each difference, including any missing evidence needed before it can be supported.
What we examineThe claim timeline, open issues, available support, and outstanding document requests.
What we look forWhether the file is ready for engagement, needs more information, or calls for a different qualified professional.
We explain whether the file appears suitable, what is missing, and the proposed scope if an engagement is appropriate. A file that does not currently support a credible path may be declined.
Explore scope and estimate analysisUNDERSTAND THE ROLE
A carrier adjuster evaluates the claim for the insurer. A public adjuster represents the policyholder under a separate written agreement.
THE INSURER’S CLAIM PROCESS
Evaluates the loss for the insurer and communicates the carrier’s claim position.
THE POLICYHOLDER’S REPRESENTATIVE
Documents the loss, presents supporting evidence, and manages claim communication within the agreed scope.
Submitting a review request does not create representation. FlatRatePA.com does not repair roofs or provide legal advice.

For accepted files, paid by the policyholder when the engagement agreement is signed.
Agreed scope
Estimate comparison, appropriate claim communication, coordination, reconciliation, and status updates within the agreement.
No hourly billing or percentage fee. The signed agreement and applicable Texas compensation limits control. Commercial and complex-loss work may require a separate proposal.
View the full scope & fee termsThird-party costs are separate. Appraiser, umpire, engineering, laboratory, and testing fees are set by those providers and paid by the policyholder. They are not part of the flat fee, and we disclose them before appraisal is invoked or any specialist is engaged.
The accepted file and signed agreement define the work. Within that scope:
PROBLEM FILES
Roof claims with a documented disagreement, an incomplete scope, or an unresolved carrier position.
The carrier disputes coverage or the reported cause of damage.
Denied roof claimsAccepted damage leaves supported roofing items unresolved.
Underpaid or partial approvalsRequests, inspections, or responses have stopped moving the file forward.
Delayed or stalled claimsThe scope disagreement affects the proposed repair approach.
Repair vs. replacementThe reported storm damage and carrier scope differ.
Hail & wind scope disputesRelevant code documentation may support disputed work.
Missing code-required workMaterial availability or matching needs further documentation.
Discontinued shinglesAn amount-of-loss dispute may warrant appraisal-readiness review.
Policy-authorized appraisalThe carrier indicates it will not reconsider its current decision.
The carrier’s final positionNot every disagreement needs a public adjuster. That’s why the review comes first.
